Indonesia: BPOM issues food-packaging Regulation No. 11 of 2026

On 24 August 2026 BPOM announced Regulation No. 11 of 2026 on food packaging. The regulation is aimed at risks that come from packaging in contact with food, not only from ingredients and processing. BPOM had already presented it at a socialization session on 30 July 2026.

What the regulation sets

• Businesses that produce packaged food must use packaging materials that are safe and do not endanger health.
• Migration limits cover both overall migration and specific migration of substances from packaging into food.
• Only food-contact substances that BPOM has assessed as safe may be used.
• Reusable packaging may still be used if it meets the safety requirements, including migration limits and good manufacturing practice.
• A new packaging material or food-contact substance that is not yet on the BPOM list can be used only after a packaging safety assessment.

BPOM asked businesses to use the transition period to review the packaging materials they use. The announcement does not state the length of that transition.
