Singapore: HSA consults on complementary health product regulation

On 1 July 2026 HSA opened a stakeholder consultation on moving complementary health products under the Health Products Act, with comments due by 29 July 2026.

On 1 July 2026 the Health Sciences Authority opened a stakeholder consultation on a proposed regulatory framework for complementary health products under the Health Products Act. The consultation ran through 29 July 2026.

HSA describes complementary health products as self-care products with a history of safe use, intended to support general health or ease minor conditions. The category includes health supplements, traditional medicines other than traditional Chinese medicines, homeopathic medicines, medicated oils, balms and plasters, and topical antiseptics. These products are currently regulated with a light-touch approach under the Medicines Act and are not subject to pre-market evaluation or dealer licensing, although safety and quality requirements already apply.

The proposal would move these controls onto the Health Products Act. HSA says it would strengthen requirements on safety, quality and labelling, and on the duties of manufacturers, importers and suppliers, while keeping a lighter regime than for higher-risk health products. Traditional Chinese medicinal products are to be regulated under a separate Health Products Act framework from early 2027.
